the reason for them hanging off the back sides is to keep the carriage right side up. at that speed in corners with the narrow short wheel base the carriage could flip the out riders just add counter balance.

hard to tell is is so grainy but makes you wonder if it is possible.

And the trick with all that hair is to avoid brushing it except for shows. Most owners keep the manes in pasture braids and some bag the ends with something similar to tail bags.
