Neglect cases increase in winter?

Okanogan County would like an animal-control officer but funding is a problem. The sheriff says every time a neglect case is reported, more people call about other cases. Have you heard of cases in your region?

Actually the calls usually increase in March when people start taking blankets off of horses that have been wearing them all winter and neighbors get a look at them.

I have a friend up in omak, this is common place up there it is a very redneck community. she says there is always some loose live stock or neglected critter running amok or getting hit by a car/truck. even in town.
