Sounds like you have to have a farm business and can't just count your horses if you don't have a business?

I got my census in the mail, If I don't fill it out and return it I will go to jail. this is not urging it is demanding and forceful not at all voluntary. If you get one you have to fill it out period and get it back to the government by feb 5th no if's and's or butt's!
