Double Dipping

So, let me get this straight. The advertisers pay the newspapers mega bucks for their colored, mega Black Friday ads, and then the local paper charges an extra $1.25 over the regular week day rate, so that we can read the ads that paid the newspaper mega bucks to advertise in, so that we can spend our hard earned money at their stores??? What is wrong with this picture?
